美国借“人权”行“霸权”尽失人心

Despite China's strong opposition and solemn negotiation for many times, the so-called "Hong Kong human rights and Democracy Act 2019" concocted by some anti China politicians of the United States has been signed into law. This vicious act of hegemony under the guise of "human rights" is known to all. The despicable actions of American politicians against China and Hong Kong will only make the Chinese people more united and undermine the credibility of the United States.

Hong Kong is China's Hong Kong, not a state of the United States. The affairs of Hong Kong are purely internal affairs of China and cannot be interfered by any external forces. Ignoring the fact that "one country, two systems", "Hong Kong people governing Hong Kong" and a high degree of autonomy are implemented in an all-round and effective way, the United States makes trouble and tries to implement "long arm jurisdiction" with domestic law, which is a wanton violation of international law and the basic norms of international relations and a naked hegemonic act. U.S. Senator Rubio, the initiator and Anti China pioneer of the bill, even regarded the intervention in Hong Kong affairs as "the internal affairs of the United States" and asked China to "stop interfering in the internal affairs of the United States". The ugly face of American hegemony can be seen in such a way.

Over the past five months, some of Hong Kong's thugs have smashed, set fire arbitrarily, paralyzed traffic, assaulted police with violence and maimed the public. The rule of law and social order in Hong Kong have been seriously damaged, and the basic rights and freedoms of the general public have been seriously violated and threatened. However, some politicians in the United States call it a "beautiful scenery". Some even ignore the facts and call it "no violence of mobs" after their visit to Hong Kong. All kinds of performances fully expose their hypocrisy and cold-blooded. So whitewash crime, full of lies, no moral bottom line.

It is the true intention of American hegemony to try to contain China's development by disturbing Hong Kong. The eyes of the people of the world are bright. Some foreign media pointed out that the purpose of some western people's interference in Hong Kong's affairs is to "inflame the scars of Western colonial rule" and "hinder the rise of China". In fact, defending American political self-interest in the name of human rights is a common tactic of such politicians. In the past few decades, in order to maintain the global hegemony of the United States, they have repeatedly done the same, creating riots and "Color Revolution" around the world, pushing the local people and the countries concerned to the abyss of disaster. Some American politicians override the jungle law of the jungle law of the jungle over international justice. The international community has a clear understanding of this.

不顾中方多次强烈反对和严正交涉，美国一些反华政客炮制的所谓“2019年香港人权与民主法案”已签署成法。这一打着“人权”幌子行霸权之实的恶劣行径，其背后的险恶用心路人皆知。美国政客反中乱港的卑劣之举只会让中国人民更加众志成城，令美国信誉扫地、尽失人心。

　　香港是中国的香港，不是美国的哪一个州。香港事务纯属中国内政，不容任何外部势力干预。美国无视“一国两制”、“港人治港”、高度自治全面有效实施的事实，制造事端，妄图以国内法实施“长臂管辖”，是对国际法和国际关系基本准则的肆意践踏，是赤裸裸的霸权行径。该法案的始作俑者、反华急先锋——美国参议员卢比奥竟然把插手香港事务视作“美国内政”，还要求中国“停止干涉美国内政”。如此颠倒黑白、倒打一耙，尽显美式霸权的丑陋嘴脸。

　　5个多月来，香港一些暴徒疯狂打砸、肆意纵火、瘫痪交通、暴力袭警、残害市民，香港法治和社会秩序遭到严重破坏，广大市民的基本权利和自由受到严重侵害和威胁。然而，美国一些政客竟将其称为“美丽的风景线”，个别政客甚至罔顾事实，在访港后公然称“没有见到暴徒暴行”，种种表演充分暴露了他们伪善与冷血的真面目。如此粉饰罪行、满口谎言，毫无道德底线。

　　妄图通过搅乱香港来遏制中国发展，是美式霸权的真实用心。世界人民的眼睛是雪亮的，一些外国媒体指出，西方一些人干涉香港事务的目的是让“西方殖民统治的伤疤发炎”“阻碍中国的崛起”。实际上，假借人权之名维护美国政治私利，是这类政客的惯用伎俩。过去几十年，为维持美国的全球霸主地位，他们多次如法炮制，在世界各地制造骚乱、挑起“颜色革命”，把当地人民和当事国推向灾难深渊。美国一些政客将弱肉强食的丛林法则凌驾于国际公理之上，乱舞霸权黑手，行径卑劣，国际社会对此有着清醒的认识。

　　香港的前途和命运始终掌握在包括香港同胞在内的中国人民手中，没有任何力量能够阻挡中华民族实现伟大复兴的步伐。任何人不要低估我们维护香港繁荣稳定的坚强决心，不要低估我们维护“一国两制”方针的坚定意志，不要低估我们维护国家主权、安全、发展利益的能力和手段。

　　奉劝美方那些满嘴“人权”“民主”的虚伪政客们，停止痴心妄想，收回霸权黑手。任何企图搞乱香港、损害中国良好发展局面的图谋和行径，终将难逃尽失人心、一败涂地的结局。

　　美方一意孤行，将所谓“香港人权与民主法案”签署成法。这部充斥着偏见和傲慢、恐吓与威胁的法案，以人权、民主为名，行霸权干涉之实，用美国国内法干涉中国内政，这是对包括香港同胞在内的全体中国人民的严重挑衅，在世人面前赤裸裸地暴露了美方的强盗嘴脸和霸权本性。

　　香港修例风波发生至今，任何秉持客观公正立场的人都看到，香港当前面临的根本不是所谓人权和民主问题，而是暴力横行、香港市民的自由和权利受到严重侵害和威胁的问题。然而，对于暴徒在香港令人发指的暴行，美国一些政客却公然无视。他们罔顾事实、颠倒黑白，恶意诋毁中国中央政府和特区政府；他们指手画脚、大放厥词，多次高调接见反中乱港头面人物，公然为反中乱港活动撑腰打气；他们处置国内示威活动充分授权、毫不手软，却对香港警方极度克制执法横加指责；他们对香港社会迫切要求止暴制乱、恢复秩序的主流民意和强烈呼声充耳不闻，处心积虑炮制所谓“香港人权与民主法案”，以美国国内法大搞“长臂管辖”，为违法暴徒提供“避风港”，给特区政府止暴制乱制造“绊脚石”，向维护法治秩序的正义人士发出“恐吓信”。其目的就是要搞乱香港，就是为了破坏香港的繁荣稳定，以实现他们借香港问题阻碍中国发展的险恶图谋。这种虚伪丑陋的“美式双标”越来越为世人所看清；这种违反国际公义和国际关系准则的霸道行径越来越为世人所不齿。

　　美方挥舞着人权的大棒，肆意践踏国际法和国际关系基本准则、肆意干涉别国内政劣迹斑斑，众多发展中国家和地区深受其害。为实现美国利益最大化，一些美国政客不遗余力地在世界各地挑起骚乱、策动“颜色革命”；为最大限度地维护美式霸权，美方到处使用“长臂管辖”，极限施压，把许多地区拖入发展的泥潭和动乱的噩梦。在他们眼里“强权即真理”，仿佛世界还停留在“丛林法则”的旧时代。

　　美方的霸权逻辑注定失败，玩弄强权不会得逞。当今世界，主权平等、互不干涉内政等国际关系基本准则深入人心。美方唯我独尊、玩弄强权政治的霸道行径，早已为国际社会所深恶痛绝。此次他们粗暴干涉中国内政，企图搞乱香港、牵制中国发展的霸道行径，更将踢到铁板。在涉及国家主权、安全、发展利益的原则问题上，中国绝不会屈服于任何外来压力。美方如果仍然醉心于过时的冷战思维和霸道作风，在香港问题上一意孤行玩弄强权，中方必将予以坚决反制。如果美方在错误的道路上越走越远，中方有足够的底气和实力、坚定的信心和意志奉陪到底。一切后果必须由美方承担。

　　顺潮流者昌，逆潮流者亡。我们正告美方以及唯美国马首是瞻的香港反对派，不要低估我们维护香港繁荣稳定的坚强决心，不要低估我们维护“一国两制”的坚定意志，不要低估我们维护国家主权、安全、发展利益的能力和手段。我们奉劝美方，切勿错判形势，立即纠正错误、悬崖勒马，立即停止插手香港事务、干涉中国内政，以免给中美关系和两国重要领域合作造成更大损害。
